What is a PBN?
A PBN can be thought of as a virtual package which holds the information relating to all the consignments in a vehicle or truck that are entering or exiting Ireland. The PBN uses the MRN numbers of all the declarations to create a unique PBN ID which the haulier can use to board the ferry.
The creation and management of the PBN number is usually the responsibility of the haulier however many hauliers and traders prefer to outsource the PBN handling to the Customs Agent who handles their Customs documentation.
All declarations relating to the goods must be submitted and cleared through Customs before the completion of the PBN. Once all the MRN´s are correctly included within the PBN, the status will change to, “good to proceed to check in”, and the haulier will be able to board the ferry.
Do I Need a PBN
All goods that are travelling as freight on a RORO ferry require a PBN. Goods that are travelling using the ferry passenger route do not need a PBN, however they will still need Customs Clearance if they exceed the personal allowance or are restricted goods.
Customs checks will begin on goods imported from Ireland (or other EU countries) into the UK from 1 January 2022 and so it is imperative that you travel with a PBN and also potentially a GMR.
