UK STEEL QUOTAS 2026
Official UK Steel Quotas 2026 Trade Measures Effective 1 July 2026
UK Steel Quotas 2026 reduce volumes 60% from 1 July 2026, the UK Government replaces the current steel safeguard measures with new trade remedies. Key changes include:
- Tariff-free quota volumes reduced by 60% compared to current safeguard levels
- 50% ad valorem tariffs applied to all steel imports exceeding quotas
- Measures apply specifically to Category 1 steel products – those that can also be manufactured in the UK
These changes respond to global steel overcapacity while protecting domestic production capacity.
How UK Steel Quotas 2026 Will Operate
The new tariff-rate quota (TRQ) system establishes:
- Quarterly allocation periods
- Single global quota pool for Category 1 authorised steel products
- Country/territory caps: Maximum 40% of quarterly quota per origin
- First-come, first-served until quota exhaustion
- 50% safeguard duty applies immediately upon quota fill
Category 1 products cover steel for authorised end-use (e.g., manufacturing, construction). Importers declare goods to free circulation to access quotas.

How We Support Businesses
UK Steel Safeguard Quotas create a shift where import planning is driven by quota access and timing.
We support companies by focusing on three core areas:
- Quota exposure assessment: Identify exposure to UK steel quotas and out-of-quota tariff risk.
- Supply chain review: Assess dependency on specific origins and vulnerability to quota exhaustion.
- Scenario and timing planning: Model import options within and outside quota to support better-timed decisions.
