What Is an ATR Certificate?
An ATR certificate, (also referred to as an ATR 1 Certificate), is used to claim a reduction in Customs Duties when trading between the EU / UK and Turkey. The European Union arranged trade agreements with specific non-EU countries such as Turkey. These agreements allow free movement and no duty charges for most goods traded between these countries and the EU / UK.
Who Can Use an ATR Certificate of Origin?
To benefit from this agreement, the goods must come from either Turkey or the EU. The origin of the goods will be declared on the Certificate.
Not all goods can benefit from preferential duty rates and some exclusions include – agricultural produce, steel and coal. Customs offices have a full list of the excluded products and this information can be accessed via the (Chamber of Commerce – Export) department.
ATR Certificate Turkey
When exporting to Turkey, the exporter must fill out the ATR certificate and Customs will grant the applicable Export License once the export has been approved. If this is not completed correctly then the standard rate of Duty will apply to the goods.
