EUDR Compliance Services
The EU Deforestation Regulation requires companies placing cattle, cocoa, coffee, palm oil, rubber, soya and specified derived products on the EU market to demonstrate that these products have not been produced on land subject to deforestation or forest degradation.
The Regulation applies from 30 December 2026 to large and medium-sized operators, downstream operators and traders, and to micro and small enterprises already covered by the EU Timber Regulation. Other micro and small operators must comply from 30 June 2027.
Compliance depends on traceable supply chains. Operators placing relevant products on the EU market or exporting them must hold plot-level geolocation data, evidence of legal production and a documented risk assessment, and submit a Due Diligence Statement.
Customs Complete works with organisations to establish these requirements across their supply chains. We support the development of due diligence processes, the management of supplier information and the preparation of evidence capable of supporting regulatory and customer scrutiny.
EUDR Scope and Compliance Assessment
Before compliance work can begin, companies need clarity on the products, CN codes and supply chains covered by the Regulation. We identify the role a company holds for each relevant flow, whether operator, downstream operator or trader, and the due diligence requirements attached to it.
Existing supplier data, traceability arrangements and documentation are then assessed against EUDR requirements. The outcome is a gap analysis and prioritised action plan, giving organisations a clear view of the work required and the order in which it should be addressed.
Due Diligence System Development
We design due diligence systems around each client’s products, sourcing model and internal structure. The aim is to create processes that teams can apply consistently when collecting supplier information, assessing risk and retaining evidence.
Our work includes:
- Supplier onboarding and information requirements
- Mapping of supply chains and geolocation data standards
- Requirements for legality documentation
- Methodology for risk assessment and mitigation
- Internal responsibilities, approvals and escalation routes
- DDS workflow and record-keeping requirements
The result is a documented operating model that supports consistent decisions and evidence retention.
EUDR Compliance Outsourcing
Where EUDR needs to be managed as an ongoing business function, we provide operational support across the full compliance cycle. Our team works within established processes to maintain supplier information, assess risk, prepare Due Diligence Statements and retain evidence.
Support can include:
- Engagement with suppliers to obtain and correct information
- Validation of supplier data and supporting evidence
- Risk assessment and identification of mitigation needs
- Preparation of DDS records and TRACES submissions
- Organisation and retention of compliance evidence
- Tracking of regulatory changes and customs readiness
This service can be provided continuously or during periods when internal teams need additional capacity.
Independent EUDR Assurance Review
This service provides an objective assessment of an existing due diligence system and the evidence held for individual transactions. It highlights weaknesses before they are identified by a customer, auditor or competent authority.
Our review covers transaction and DDS sampling, supplier evidence testing, verification gaps and the completion of corrective actions.
Where third-party certification or accredited verification is appropriate, we identify the requirement and support preparation for it.
Customs Complete does not hold or issue certification. Where accredited verification is required, we introduce clients to an appropriate certification body. The organisation that develops the system does not verify it.
EUDR Regulatory and Operational Response
When a customs hold, rejected DDS, authority notification or customer documentation query arises, a structured response is needed quickly.
We establish the nature of the matter, distinguish administrative errors from evidence gaps, identify corrective actions and support remediation. Where required, we also support communication with customs representatives, customers and competent authorities.
EUDR Capability Programmes
We deliver multilingual training that gives internal teams and suppliers the knowledge to apply EUDR requirements in their day-to-day work. Programmes are tailored to executive, operational and supplier audiences, with practical guidance for procurement, sustainability, quality, customs and supplier-facing teams.
Topics covered include:
- EUDR obligations by product and role
- How to brief and follow up with suppliers
- How to review and sanity-check geolocation data
- What evidence to retain, for how long and in what format
- How DDS and TRACES fit into the compliance process
- Internal controls and escalation procedures
The outcome is a team that understands its responsibilities, can engage suppliers with confidence and maintains the documentation needed to support Due Diligence Statements.
