The Smart Border system was implemented to streamline trade between the EU and the UK post-Brexit. It involves specific processes for both exporting and importing goods to ensure compliance and efficiency.

Smart Borders: Export Process
- Preparation of Goods:
- Supplier/Shipper: Prepare all necessary documentation, such as the invoice and a detailed description of the goods.
- Customs Declaration:
- Customs Declarant: Submit the customs declaration where the goods were packaged or loaded, and transmit it to the carrier.
- Logistics Envelope (Recommended):
- Customs Declarant/Shipper/Carrier: Create a logistics envelope if multiple declarations are involved. This groups several declarations under a single barcode, saving time during the pairing stage.
- This process is similar to the UK GMR and Irish PBN system
- Embarking the Goods for Crossing:
- Driver: Present all customs documents to the registration agent, who will pair the transport vehicle’s plate number with the customs declaration or logistics envelope barcode.
Smart Borders: Import Process
- Preparation of Goods:
- Supplier/Shipper: Prepare all elements required for the declaration, including the invoice and a detailed description of the goods.
- Customs Declaration:
- Declarant: Submit the declaration and send it to the carrier. For goods requiring sanitary and phytosanitary control, include the Common Health Entry Document (CHED) reference in the declaration.
- Entry Summary Declaration (ENS):
- Carrier: Submit the ENS for safety and security purposes.
- Logistics Envelope (Recommended):
- Declarant/Shipper/Carrier: Create a logistics envelope if multiple declarations are involved.
- This process is similar to the UK GMR and Irish PBN system
- Embarking the Goods for Crossing:
- Driver: Present all customs documents to the registration agent for pairing, except for the ENS, which is not required during the pairing stage(Brexit-Smart Border-Imp…).
